(i) Creation of state election commission to conduct elections to Panchayati Raj institutions.

(ii) In order to review the financial position of the Panchayati Raj institutions, each state to setup a State Finance Commission for five years.

(iii) Tenure of Panchayati Raj institutions fixed at five years and creation of three tier Panchayati Raj structure at zila, block and village level.
