    \[\text{HCl}{{\text{O}}_{\text{4}}}\]is stronger acid than \[\text{HCl}{{\text{O}}_{3}}.\]Oxidation states of \[\text{Cl}\] in \[\text{HCl}{{\text{O}}_{4}}\] and \[\text{HCl}{{\text{O}}_{3}}\] are + 7 and + 5 respectively.  Among oxy-acids of halogens or other non-metals, as the number of oxygen atom increases (also the oxidation state of central atom increase), the acidity increases. The reason is that the doubly bonded O-atoms are powerful electron withdrawing which weaken ?OH bond and thus proton can be easily donated. \[\underset{HCl{{O}_{4}}}{\mathop{H-O-\underset{O}{\overset{O}{\mathop{\underset{|\,|}{\overset{\,||}{\mathop{Cl}}}\,}}}\,=O}}\,\]             \[H-O-\underset{{}}{\overset{O}{\mathop{\underset{HCl{{O}_{3}}}{\overset{\,||}{\mathop{Cl}}}\,}}}\,=O\]
