    The element with the electronic configuration\[1{{s}^{2}},2{{s}^{2}}2{{p}^{6}},3{{s}^{2}}3{{p}^{3}}\] is phosphorus (at. no =15), the element below it in the Periodic Table will have atomic number = (15 + 18) = 33 (Arsenic) Or the element below it has outer configuration\[4{{s}^{2}},4{{p}^{3}}.\]  Its complete configuration is \[1{{s}^{2}},2{{s}^{2}},2{{p}^{6}},3{{s}^{2}},3{{p}^{6}},\]\[4{{s}^{2}},3{{d}^{10}},4{{p}^{3}}.\]Thus, the atomic no is 33.
