Nepal
is multiethnic multilingal and multi-religious country. Physiographically Nepal
can be divided into three areas Mountain, Hill and Terai. About 50 per cent of
total population has Nepali as their mother tongue followed by maithili,
Bhojpuri,
Tharu, Tamang, Newari Magar and other.
About 80% of population practiced Hinduism followed by
Buddhist (11%), Islam (4.2%), Kirat a (3.6%).
Also Nepal has more than hundred caste and ethnic group lived
in different regions. In this Conversation, what Babulal and Ram Ganesh said
are quite resonable, but I cannot support what Khag Raj and Sarita said.
My Response to Khag Raj is that federalism is not only about
providing reservation of seats to different caste group. Federal system has
dual objectives to safeguard and promote unity of the country and also to
accommodate
regional diversity. These two aspects are equally important
for federalism.
My Response to Sarita is that generally federation is better
form of government for big countries. But if country is very diverse in term of
ethnicity, religion, caste, etc. Then it is better to adopt federal system of government,
rather than unitary system, as federalism respects diversity.
