Answer:
(i) Our Constitution has clearly provided distribution of
legislative power between Union Government and the State Government. Formation
of nuclear policy is a matter of national importance and it comes under union
list in which only union can take decision.
So, despite its opposition of Central Governments nuclear
policy, Government of Rajasthan cannot prevent Central Government to conduct
the nuclear test.
(ii) In our Constitution education comes under
concurrent that for which both the union and state can
make laws. So, Sikkim Government has within its right to launch a new text book
whether it is like by the Central Government or not. Sikkim Government does not
need prior permission of Union Government. But if there is any controversy regarding
content of the book which can affect our national interest then Union
government can intervene.
(iii) In our Constitution police matter comes under state
list and police has the responsibility to maintain law and order in the state.
So, Chief Minister of Andhra Pradesh, Chhattisgarh and Orissa has full right to
manage the law and order situation in their states in response to naxalism.
Prime minister of India or Union Government can not force
the state to obey their order on police matter.
But both Union and State government can not
ignore the problems of naxalism which is present in almost
ten states. So it is will be better that different states government along with
union government comes together and form a common policy to tackle with this
problem.
