  A Vietnam Coast Guard ship, on its maiden visit to Chennai, undertook joint exercises with the Indian Coast Guard ‘Sahyog HOP TAC-2018′, off the city coast aimed at strengthening the working level relationship between them.  Coast Guard ships Shaurya, Arnvesh and inreceptor boat C-431 along with a Dornier aircraft and Chetak helicopter participated in the joint exercise. The exercise was aimed at acquainting the coast guards of the two countries with each others’ capabilities and strengthening the working level relationship to rescue lives at sea.

 The  36th National Games in Goa will be held from March 30 to April 14 next year. Sports Authority of Goa (SAG) Executive Director V M Prabhudesai made the announcement in Panaji after a meeting with visiting officials of the Indian Olympic Association. Shooting and cycling events will be held in New Delhi as Goa does not have facilities for these two sports. Rugby, Wushu, Modern Pentathlon, Lawn Bowl, and Billiards and Snooker will be added to the Games programme.

 Myanmar leader Aung San Suu Kyi became the first person to be stripped of the honorary Canadian citizenship for her role in gross human rights violations against the Rohingya people. The Canadian Senate formally revoked the symbolic honour that was bestowed on Suu Kyi in 2007. Senators unanimously adopted a genocide motion tabled by Independent Senator Ratna Omidvar in the red chamber.

 World Teachers’ Day is celebrated globally on 5th October. The WTD 2018 will mark the70th anniversary of the Universal Declaration of Human Rights (1948) that recognizes education as a key fundamental right and establishes an entitlement to free compulsory education, ensuring inclusive and equitable access for all children. The theme for this year’s WTD is “The right to education means the right to a qualified teacher,” has been chosen to remind the global community that the right to education cannot be achieved without the right to trained and qualified teachers
Background:  Held annually on 5 October since 1994, World Teachers’ Day commemorates the anniversary of the signing of the 1966 ILO/UNESCO Recommendation concerning the Status of Teachers. It is co-convened in partnership with UNICEF, UNDP, the International Labour Organization, and Education International.

 According to an international survey, India’s overall ranking on the government’s adoption of e-payments has moved up to 28th in 2018, from 36th in 2011. The survey has lauded India for taking “rapid strides” in advancing government e-payments capabilities and called it one of the top- performing countries in terms of citizen-to-government business-to-government and government-to-business transactions. Norway leads the pack in the 73-country ranking, followed by France and Denmark. The 73-country survey looks at availability of government electronic transaction services and the underlying environment of mechanisms that support digitisation for all transactions in a market, such as policy and infrastructure.

 Prime Minister Narendra Modi gave awards to top Ranked State, District and State with maximum citizen participation based on the National Swachh Survekshan Grameen 2018 commissioned by Ministry of Drinking Water and Sanitation.  The awards by Prime Minister were given at the concluding session of Mahatma Gandhi International Sanitation Convention at Rahtrapati Bhawan Cultural Centre in New Delhi. Haryana was ranked as the best State while Satara District of Maharashtra was ranked as the best district as per the ranking undertaken by Swachh Survekshan Grameen 2018.

     Cabinet Committee on Economic Affairs, CCEA, has increased the Minimum Support Price (MSP) for all Rabi crops for the current financial year which will be marketed in 2019-20 season. The MSP of wheat has been raised by 105 rupees per quintal,  Masur by 225 per quintal, and Gram by 220 per quintal. According to Union Minister Ravishankar Prasad, the decision is a step towards doubling the farmers’ income. The decision will give additional return to the farmers of 62,635 crore rupees by way of increasing the MSP of notified crops to at least 50 per cent return over cost of production. 
    Return over cost of production  
    • For wheat the cost of production is Rs 866 per quintal and MSP is Rs 1840 per quintal which gives a return of 112.5% over cost of production.   
    • For gram cost of production is Rs 2637 per quintal and MSP is Rs 4620 per quintal giving a return of 75.2%..   
    • For Masur cost of production is Rs 2532 per quintal and MSP is Rs 4475 per quintal giving a return of 76.7%.

     The National Khadi Festival 2018 is being organised by Khadi and Village Industries Commission (KVIC) to promote Khadi products. The festival was inaugurated by Union Minister for Micro Small & Medium Enterprises, Giriraj Singh in Mumbai on the occasion of Gandhi Jayanti 2018. The main objective of the festival is to promote the products of cottage industry and create awareness regarding the art of states. It is also aimed at providing employment to weavers and workers who are involved in the cottage industry.

     The Bureau of Police Research and Development (BPR&D), Ministry of Home Affairs is organising the First ever Regional Conference at Shimla on ‘Women in Detention and Access to Justice’ in collaboration with the Prison Department, Himachal Pradesh on October 4-5, 2018.  The Conference will be inaugurated by Shri Acharya Devvrat, the  Governor of Himachal Pradesh. Expected Outcome of the Conference will be to help in ensuring better implementation of Prison Reform and Rehabilitation Program in order to improve the conditions of Women Inmates and their Access to Justice.

     The Reserve Bank of India (RBI) has allowed state-owned oil companies to borrow long-term working capital from overseas. RBI relaxed the policy on borrowing up to 10 billion US dollar from the overseas by the state-owned fuel retailers. Till now oil marketing companies including Indian Oil Corp, Bharat Petroleum Corp Ltd and Hindustan Petroleum Corp Ltd, were not allowed to raise External Commercial Borrowing (ECB) for working capital needs on a long-term basis. Now, the RBI has allowed them to raise ECB of minimum maturity of 3 or 5 years.
