 Defence Research & Development Organisation (DRDO) conducted the successful test of the Ballistic Missile Interceptor Advanced Area Defence (AAD) from Abdul Kalam Island, Odisha. The endo-atmospheric missile, capable of intercepting incoming targets at an altitude of 15 to 25 kms was launched against multiple simulated targets of 1500 km class ballistic missile. All the mission objectives were successfully met. Chief of the Air Staff, Air Chief Marshal BS Dhanoa, witnessed the flight test along with other senior officials.

 Rajasthan has become the first State in the country to implement the national policy on biofuels unveiled by the Centre this year. The desert State will lay emphasis on increasing production of oilseeds and establish a Centre for Excellence in Udaipur to promote research in the fields of alternative fuels and energy resources.  The policy on biofuels seeks to help farmers dispose of their surplus stock in an economic manner and reduce the country’s oil import dependence.

 Commerce & Industry Minister Suresh Prabhu attended the 6th East Asia Summit- Economic Ministers’ Meeting (EAS-EMM) and 15th India-ASEAN Economic Ministers’ Meeting (AEM) in Singapore. Singapore is currently holding the Chair of ASEAN. The 6th East-Asia Economic Ministers’  Meeting was chaired by Chan Chun Sing, Minister for Trade and Industry, Singapore, and was attended by Economic Ministers from  10  ASEAN countries  and their eight  dialogue partners,  Australia, China, India, Japan, Republic of Korea, New Zealand, the Russian Federation and the United States of America.

  The Inland Waterways Authority of India (IWAI) has launched a dedicated portal to connect cargo owners and shippers with real-time data on the availability of vessels. The portal has been named as the Forum of Cargo Owners and Logistics Operators (FOCAL) and it will facilitate responses from the logistics operators against the requirement raised by cargo owners and vice-versa. It has been designed and developed by the in-house IT Department and the traffic wing of IWAI as part of its preparedness for optimal use of its ongoing capacity development on various National Waterways.

 Union Ministry of Culture launched Seva Bhoj Yojna, a new scheme to provide financial assistance on purchase of specific food items by Charitable Religious Institutions (CRIs) for free distribution among people. Under this scheme, Centre’s share of Central Goods and Services Tax (CGST) and Interstate GST charged on raw food materials purchased by the religious institutions will be refunded.
  • Seva Bhoj Yojna
The scheme aims to reimburse Central Government share of Central Goods and Services Tax (CGST) and Integrated Goods and Service Tax (IGST) to lessen financial burden of religious and charitable institutions providing food, prasad, langar (Community Kitchen), Bhandara free of cost without any discrimination to public and devotee
Beneficiaries: Religious and charitable institutions such as temples, gurudwara, mosque, church, dharmik ashram, dargah, matth, monasteries etc. having existence for at least five years and serve free food to at least 5000 people  in month. Grant will be given to such institutions if they are covered under Section 10 (23BBA) of Income Tax (IT) Act or are institutions registered as Society under Societies Registration Act (XXI of 1860) or as Public Trust under any law for time being in force of statuary religious bodies or institutions registered under Section 12AA of IT Act
Selection: All eligible religious and charitable institutions first must registered with Darpan portal of NITI Aayog and get Unique ID generated by it. Thereafter, they shall enroll themselves in CSMS Portal on the Ministry of Culture’s website in prescribed format. The applications will be examined by committee constituted for purpose. On basis of recommendation of committee, competent authority in Ministry of Culture will register these institutions for reimbursing claim of CGST and Central Government share of IGST paid on mentioned specific items.

 France’s Parliament has signed into law a controversial asylum and immigration bill. The bill is designed to accelerate asylum procedures by cutting the maximum processing time from the current 120 days to 90 days after entering France. The text was adopted on a final reading by 100 votes in favour to 25 against with 11 abstentions. The Senate had rejected the bill, but the Lower House passed the text as President Emmanuel Macron’s La Republique En Marche party holds a large majority, even if the law has exposed divisions within his own camp.

 The United States Congress has passed the National Defense Authorisation Act-2019 (NDAA-19) which capped its security-related aid to Pakistan to $150 million, significantly below the historic level of more than $ 1 billion to $750 million per year. This year’s defence legislation removes certain conditions like action against Haqqani network or Lashkar-e-Taiba (LeT) as was the case in the past few years for disbursement of US aid to Pakistan.

 India and Germany have signed an agreement on financial and technical cooperation focusing on sustainable urban development and renewable energy. The government-to-government Umbrella Agreement on Financial Cooperation and Technical Co-operation 2017 is worth about 5,000 thousand crore rupees. The agreement under the Indo-German Bilateral Development Cooperation was signed between Joint Secretary in the Finance Ministry, Sameer Kumar Khare, and German Ambassador to India, Martin Ney, in New Delhi.

 The Union Cabinet chaired by Prime Minister Narendra Modi has given the following set of approvals. The important Cabinet Approvals are given as follows-
The Cabinet has approved- 
  • Extension of Concessional Financing Scheme (CFS) to support Indian Entities bidding for strategically important infrastructure projects abroad- Under the CFS, the Govt. of India has been supporting Indian Entities bidding for strategically important infrastructure projects abroad since 2015-16. Since the objectives of the Scheme continue to be relevant, it is proposed to extend the Scheme for another five years from 2018 to 2023.
  • Re-structuring of the Agricultural Scientists' Recruitment Board (ASRB)- The ASRB will now be a 4 Member body instead of 3 Members. It will have a Chairperson and 3 Members. ASRB would be for a period of three years or till attainment of 65 years of age, whichever is earlier.
  • Raising of Extra Budgetary Resources (EBR) for Swachh Bharat Mission (Gramin) [SBM(G)] amounting up to Rs. 15,000 crore during the financial year 2018-19; and Expansion of scope of work of the erstwhile International Centre for Drinking Water Quality, to rename as National Centre for Drinking Water, Sanitation and Quality (NCDWS & Q) and to authorize it to work as a receptacle for receiving EBR for SBM(G).
  • Policy Framework for exploration and exploitation of Unconventional Hydrocarbons.
  • Grant of Interest-Free Loan equivalent to interest during construction component to fertilizer revival projects at Sindri, Gorakhpur and Barauni by Hindustan Urvarak and Rasayan Limited.

  •  A two-day Indo-US Military Cooperation Meeting began in New Delhi as a prelude to 2 plus 2 Dialogue between the two countries scheduled in September 2018. The meeting was co-chaired by Lt Gen Satish Dua, Chief of Integrated Defence Staff to the chairman, Chiefs of Staff Committee (CISC) and Lt Gen Bryan Fenton, Deputy Commander, Indo-Pacific Command. External Minister Sushma Swaraj and Defence Minister Nirmala Sitharaman would meet their US counterparts in 2 plus 2 meeting in September in New Delhi. A first such initiative between the two countries that will focus on strengthening defence and strategic ties.
