Important Cabinet Approvals- 1st November 2018 The Union Cabinet chaired by Prime Minister Narendra Modi has given the following set of approvals. The important Cabinet Approvals are given as follows-
The Cabinet has approved- 
  • Extension of the term of the Commission to examine the issue of Sub-categorization of Other Backward Classes in the Central List till 31st May 2019.
  • Allied and Healthcare Professions Bill, 2018 for regulation and standardisation of education and services by allied and healthcare professionals.
  • Apprised of Agreement between India and Uzbekistan on Cooperation in the field of Science, Technology and Innovation.
  • MoU between India and Tajikistan on Cooperation on Youth Matters.
  • Apprised of the MoU between Atal Innovation Mission, India and Fund “Talent and Success”, Russia for the promotion of science & technology.
  •  MoU with Mauritius on Consumer Protection and Legal Metrology.
  •  Setting up of Medical College at Silvassa in the UT of Dadra and Nagar Haveli.
  •  Commemoration of the 550th Birth Anniversary of Shri Guru Nanak Devj
  • 9. Cabinet approves: i) Implementation of the umbrella scheme “Atmosphere & Climate Research-Modelling Observing Systems & Services”; ii) Sub-schemes to continue during 2017-20; and iii) National Facility for Airborne Research(NFAR) to be set up.

     The Kerala state government had signed an MoU with Airbus BizLab to open a state-of-the-art innovation center. This center will be the nodal body for planning and executing all the activities to help start-ups. The MoU was inked between Airbus Bizlab India’s Siddharth Balachandran and Saji Gopinath, CEO of the Kerala Startup Mission (KSUM), in the presence of Chief Minister Pinarayi Vijayan. Bizlab is a part of Airbus’ innovative strategy to bring together start-ups and Airbus intrapreneurs to work and speed up the transformation of their innovative ideas into valuable businesses.

     The Government of India, the Government of Jharkhand and the World Banksigned in New Delhi a $310 million Loan Agreement for Jharkhand Power System Improvement Project to provide reliable, quality, and affordable 24×7 electricity to the citizens of Jharkhand. The Jharkhand Power System Improvement Project will help build new power transmission infrastructure, as well as put in place systems to improve the technical efficiency and commercial performance of the state power sector utilities. The $310 Million Loan from the International Bank for Reconstruction and Development (IBRD), has a 5-year grace period, and a final maturity of 25 years.

     India and Asian Development Bank (ADB) signed a 105 million dollar loan agreement to continue financing the transmission system upgrades in Himachal Pradesh for increased supply of hydropower. The third tranche loan is a part of the 350 million dollar multi-tranche financing facility for Himachal Pradesh Clean Energy Transmission Investment Programme. The programme is aimed at developing and expanding the transmission network to evacuate clean and renewable power generated from the State’s hydropower sources.

     India and ADB have signed 3 important loan agreements in various fields/projects in New Delhi. The signatories to the loan/projects Mr. Sameer Kumar Khare, Additional Secretary (Fund Bank and ADB), Department of Economic Affairs, Ministry of Finance; and Mr. Kenichi Yokoyama, Country Director of ADB’s India Resident Mission, who signed for ADB.
    The 3 Loan Agreements Signed between India and ADB are: 
  • A $300 million Loan Agreement to support lending by India Infrastructure Finance Company Limited (IIFCL). 
  • A $169 million loan as the First Tranche of a $500 million multi-tranche financing to develop climate-resilient water supply, sewerage, and drainage infrastructure in at least 10 cities in the State of Tamil Nadu.
  • A $105 million loan to continue financing the transmission system upgrades in Himachal Pradesh for increased supply of hydropower to the state and the national grid.

      A Memorandum of Understanding (MoU) for the partnership between Department of Biotechnology and Cancer Research UK (CRUK) for the India-UK Cancer Research Initiative has been signed in New Delhi. The India-UK Cancer Research Initiative is a collaborative 5-year bilateral research initiative that will focus on affordable approaches to cancer. Both countries will invest£5m each in this 5-year pilot and seek further investment from other potential funding partners.

     As part of the European Union (EU) project ‘International Urban Cooperation’, Kochi Corporation and Vilnius, Lithuania, have signed an MoU. The primary focus of cooperation would be urban planning, corporate planning, transport, solid water management and water management. The MoU was signed during the visit of Kochi Corporation delegation which included deputy mayor T.J. Vinod, standing committee chairmen P.M. Haris, K.V.P Krishna Kumar and opposition leader K.J. Antony to Vilnius.

     India and Morocco have signed an agreement on mutual legal assistance in criminal matters. The agreement will strengthen bilateral cooperation and enhance effectiveness and provide a broad legal framework for prevention, investigation, and prosecution of crimes. It was signed by Minister of State for Home Kiren Rijiju and Morocco Minister of Justice, Mohamed Aujjar in New Delhi.

     Indian Strategic Petroleum Reserves Ltd (ISPRL) signed a Memorandum of Understanding (MoU) in Abu Dhabi with the Abu Dhabi National Oil Company (ADNOC) to explore the possibility of storing ADNOC crude oil at ISPRL’s underground oil storage facility at Padur in Karnataka, which has a 2.5 million tonne capacity. The MoU was signed by Abdulla Salem Al Dhaheri, Director of Marketing, Sales and Trading at ADNOC and Mr. HPS Ahuja CEO & MD ISPRL on the sidelines of the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC).

     Morroco & India signed an agreement to further mutual legal assistance in Civil & Commercial Courts. Union Minister of Law & Justice and Electronics & IT, Sh. Ravi Shankar Prasad and his Moroccan Counterpart Mr Mohammed Auajjar, Minister of Justice were present on the occasion. The agreement will enhance co-operation in the service of summons, judicial documents, letters of request and the execution of judgments decrees and arbitral awards.
    Some of the salient features of the proposed agreement are:-
    • Service of summons and other judicial documents or processes;
    • taking of evidence in civil matters;
    • production, identification or examination of documents, recordings;
    • The execution of a Letter of Request for taking of evidence in civil matters;
    • Recognition and enforcement of arbitral awards.
