 Saudi Aramco and Abu Dhabi National Oil Company (ADNOC) have signed a Memorandum of Understanding (MoU) to jointly develop and build an integrated refinery and petrochemicals complex at Ratnagiri, Maharashtra. The MoU was signed by Amin H. Nasser, Saudi Aramco President and CEO and Dr Sultan Ahmed Al Jaber,UAE Minister of State & ADNOC Group CEO. Earlier, Saudi Aramco had joined the Ratnagiri Refinery project by signing an MoU with the Indian consortium in April 2018 on the sidelines of the 16th International Energy Forum Ministerial.

 Seychelles President Danny Faure is on his first bilateral visit to India. He held the talks with Prime Minister Narendra Modi and reviewed the wide-ranging cooperation between the two countries, including in the fields of defence and security.
Here is the list of MoUs signed between the 2 countries:
  • MOU between India and Seychelles regarding Indian Grant Assistance for Implementation of Small Development Projects through Local Bodies, Educational and Vocational Institutions,
  • Twinning Agreement on the Establishment of Friendship and Cooperation between the Corporation of the City of Panaji (Municipal Corporation) and the City of Victoria of the Republic of Seychelles,
  • MOU between the Indian Computer Emergency Response Team (CERT-in), Ministry of Electronics and Information Technology, India and the Department of Information Communications Technology of Seychelles on Cooperation in the area of Cyber Security
  • Cultural Exchange Programme between India and Seychelles for the years 2018-2022.
  • Technical Agreement on Sharing White Shipping Information between the Indian Navy and the National Information Sharing and Coordination Center of Seychelles
  • MOU between the Foreign Service Institute of the Ministry of External Affairs of India and the Department of Foreign Affairs of Seychelles.

     India and Cuba have signed two MoUs in the field of biotechnology, traditional medicine and homoeopathy. The agreements were inked following delegation-level talks between President Ram Nath Kovind and his Cuban counterpart Miguel Mario Díaz-Canel in Havana. Cuba also reiterated its support to India’s candidature for a permanent seat in UN Security Council. The President is in the Latin American country on the final leg of his three-nation tour to Greece, Suriname and Cuba.

     Nepali Prime Minister Khadga Prasad Sharma Oli is on his first visit to China after assuming the charge as Prime Minister. China will build a railway connecting the western region of Tibet with Nepal, one of several bilateral deals signed during Oli’s visit to Beijing. The link will connect the Tibetan city of Xigaze with Nepal’s capital Kathmandu. The two sides signed more than 10 agreements involving technology, transportation, infrastructure and political cooperation. Nepal has already scrapped a $2.5 billion deal with China's state-owned Gezhouba Group to build a hydropower facility in the west of the country.

     President Ram Nath Kovind reached Suriname capital Paramaribo on the second leg of his three-nation tour to Greece, Suriname and Cuba. He was received at the Paramaribo airport by Suriname President Desire Delano Bouterse. Mr Kovind was given a Guard of Honour. President Ram Nath Kovind observed the Yoga day in Suriname along with his counterpart Desire Delano Bouterse. This will be the first time that heads of two countries will together participate in the International Yoga day. Later on, the two sides agreed to expand the bilateral agenda, especially in areas of economic relations, cultural cooperation and development partnership.
    Further, India will assist Suriname to establish a Centre of Excellence in Information Technology. An MoU was signed in this regard, along with four others in the field of elections, diplomatic academies partnership, employment for the spouse of diplomats of the two countries and archives. The President also addressed the National Assembly of Suriname, thereby becoming the first foreign Head of State to address the Assembly.

     Four MoUs have been signed under ‘Adopt a Heritage’ scheme and six more are at an advanced stage, according to Mr Raghvendra Singh, Secretary, Ministry of Culture. The scheme was implemented by the Ministry of Tourism, Ministry of Culture and Archaeological Survey of India. Around 31 more Adarsh Monuments have been enlisted for coverage under the scheme.
    The four MoUs include:
  • Mount Stok Kangri Trek Route, Ladakh: The MoU for adoption was signed between Ministry of Tourism, Adventure Tour Operators Association of India (ATOAI) and the state government of Jammu & Kashmir.
  • Gangotri Temple Area & Trail to Gaumukh, Uttarakhand: The MoU was signed between Ministry of Tourism, ATOAI and Uttarakhand Government.
  • Red Fort, Delhi: The MoU was signed between Ministry of Tourism, Ministry of Culture, ASI and Dalmia Bharat Limited.
  • Gandikota Fort, Andhra Pradesh:  The MoU was signed between Ministry of Tourism, Ministry of Culture, ASI and Dalmia Bharat Limited.

     The Central Water Commission (CWC), India’s apex technical organisation in the field of Water Resources has signed a Collaboration Agreement with Google for flood forecasting. According to the Union Minister for Water Resources, River Development and Ganga Rejuvenation, Nitin Gadkari, the collaboration with Google will help in effective flood management in India. Using its high-resolution Digital Elevation Model (DEM), Google would help to generate flood inundation maps with the forecast inputs of CWC. The collaboration agreement between the Water Resource Ministry and Google includes projects related to the improvement of flood prediction systems, high priority research project to improve flood visualisation and online cultural project on the country’s rivers.

     Muthoot Fincorp Limited announced its partnership with National Skill Development Corporation to train over 10,000 youth over the next three years and make them job ready. With the partnership, Muthoot Fincorp claims to have become the first major private sector player to partner with National Skill Development Corporation (NSDC) to launch the Pradhan Mantri Kaushal Vikas Yojana (PMKVY.2) programme. NSDC has approved a target of 3,000 candidates in the first year and 3,500 each in the subsequent two years.

     Mr J P Nadda, Union Minister of Health and Family Welfare exchanged the MoU with the State Health Ministers of 20 States marking their commitment towards the launch of the Ayushman Bharat – National Health Protection Mission (AB-NHPM). Smt. Anupriya Patel, Ministers of State for Health and Family Welfare and Amitabh Kant, CEO NITI Aayog were also present at the function. A web portal for initiating the empanelment of hospitals under the mission was also launched.

     India and the US have agreed to hold comprehensive talks to address trade and economic issues. The decision in this regard was taken during a series of meetings, Commerce and Industry Minister Suresh Prabhu had with US Commerce Secretary Wilbur Ross and US Trade Representative Robert Lighthizer. Mr Suresh Prabhu was on a two-day visit to the US.
