 The Union Cabinet chaired by Prime Minister Narendra Modi has given the following set of approvals. The important Cabinet Approvals are given as follows-
The Cabinet has approved-
  • Accession to WIPO (World Intellectual Property Organization) Copyright Treaty, 1996 and WIPO Performance and Phonograms Treaty, 1996- The approval is a step towards the objective laid in the National Intellectual Property Rights (IPR) Policy adopted by the Government on 12thMay 2016 which aims to get value for IPRs through commercialization by providing guidance and support to EPR owners about commercial opportunities of e-commerce through Internet and mobile platforms. About WIPO- The WIPO Copyright Treaty (WCT) is a special agreement under the Berne Convention which deals with the protection of works and the rights of their authors in the digital environment.
  • Renewal of MoU between the Institute of Chartered Accountants of India & Saudi Arabia.
  • Umbrella Schemes for Relief and Rehabilitation of Migrants and Repatriates- Approval for the continuance of the 8 existing schemes of the Ministry of Home Affairs upto March 2020 for relief and rehabilitation of migrants and repatriates under the Umbrella scheme "Relief and Rehabilitation of Migrants and Repatriates".
  • Renaming of Agartala Airport, Tripura as Maharaja Bir Bikram Manikya Kishore Airport, Agartala.
  • Extension of Scheme of Recapitalization of Regional Rural Banks upto 2019-20- This will enable the RRBs to maintain the minimum prescribed Capital to Risk Weighted Assets Ratio (CRAR) of 9%. There are 56 RRBs functioning in the country. As on 31st March, 2017(Prov.), the total credit given by RRBs is Rs.2,28,599 crore.
  • MoU between India and the United Kingdom on cooperation in the sphere of Law & Justice and establishing a Joint Consultative Committee.
  • DNA Technology (Use and Application) Regulation Bill, 2018- The primary intended purpose for enactment of the "DNA Based Technology (Use and Regulation) Bill 2018" is for expanding the application of DNA-based forensic technologies to support and strengthen the justice delivery system of the country.

     IndiaFirst Life Insurance Company Limited, a joint venture between Bank of Baroda, Andhra Bank and Legal and General (UK), has announced its tie-up with Oxigen Services India Pvt. Ltd., to establish the distribution of its insurance products at Oxigen retail outlets. Oxigen is one of the leading providers of money transfers and prepaid recharges as low as Rs. 10.

     The Odisha government signed an MoU with the Regional Integrated Multi-Hazard Early Warning System (RIMES) for enhancing early warning system for effective management of all kinds of disaster in the state, including flood, drought, heat wave, lightning, and road accidents. The government also signed three more MoUs that would benefit the farmers and enhance their production. This agreement enables for development and pilot implementation of decision support systems for automating risk assessment, advisory generation and dissemination.

     Premier stock exchange Bombay Stock Exchange (BSE) has entered into an agreement with the Bombay Metal Exchange (BME) for the growth and systematic development of commodity derivatives markets in the non-ferrous metals complex. Through this MoU, the BSE and the BME will coordinate and work jointly on initiatives to deepen the understanding of commodity market among stakeholders. The BME, with its domain knowledge and unique stakeholders ranging from importers, traders to corporates, will assist the BSE in designing new and innovative deliverable products in commodities.

     NITI Aayog and Gujarat Narmada Valley Fertilizers & Chemicals Limited (GNFC) have signed a Statement of Intent (SOI) to work together towards implementing a Proof-of-Concept (“PoC”) application using Blockchain Technology for fertiliser subsidy management. They will jointly develop the use case, undertake research, interact with multiple stakeholders, develop Blockchain solutions, exchange learnings, organise forums, and disseminate learnings across their networks.

     NITI Aayog’s Women Entrepreneurs Platform has signed five Statements of Intent (SoIs) with financial institutions and social organisations to provide assistance to women entrepreneurs and address the finance-related challenges faced by them. The SoIs were inked with Shri Mahila Sewa Sahakari Bank Limited, Indiabulls Housing Finance Limited, SREI Infrastructure Finance Limited, Sreemanta Sankar Mission and the Self Employed Women’s Association (SEWA). Through its partner organisations, the WEP aims to create opportunities and support women to help them realise their entrepreneurial aspirations, scale up innovative initiatives, and chalk out sustainable and long-term strategies for their businesses.

  • MoU between India and Singapore on Cooperation in the field of Planning- The objective of the MOU is to facilitate government agencies in the Centre and States, including Municipal Bodies, to readily tap into the expertise of Singapore agencies in the areas of urban development and management and other areas, and thus help in urban rejuvenation, mission.
  • Agreement between India and Denmark on Cooperation in the field of Science, Technology and Innovation- The objective of the Agreement is to encourage, develop and facilitate co­operation between India and Denmark in fields of common interest within Science, Technology and Innovation.
  • MoU between India and Germany on Cooperation in the field of Civil Aviation- The main objective of this Joint Declaration of Intent is to promote and facilitate mutual cooperation in the areas like Aviation Safety and Air Traffic Management, Heliports and Helicopter Emergency Medical Services (HEMS), Corporate and Business Aviation Development, and Training and Skills Development.
  • Implementing Arrangement between India and France on Cooperation on Maritime Awareness Mission- The objective is to monitor the maritime traffic and to identify the non-compliant ships at the maximum possible revisit frequency.
  • MoU between India and Denmark for cooperation in the fields of Animal Husbandry and Dairying- The MoU aims to develop bilateral cooperation in the field of Animal Husbandly and Dairying for the purpose of broadening the existing knowledge base on the dairy development and institutional strengthening.
  • MoU between India and Indonesia on Technical Cooperation in the field of Railways sector.
  • MoU between India and Bahrain on cooperation in the field of Healthcare.
  • Capital infusion in Export Credit Guarantee Corporation Ltd.- The capital infusion of Rs.2000 crore for strengthening of  Export Credit Guarantee Corporation (ECGC) would be infused in the three financial years i.e. Rs.50 crore in 2017-18, Rs.1450 crore in the year 2018-19 and Rs.500 crore for 2019-20.
  • A Corpus to National Export Insurance Account Trust- The Cabinet has approved the contribution of Grant-in-Aid (Corpus) of Rs.1,040 crore to National Export Insurance Account Trust (NEIA). The Corpus would strengthen NEIA to support project exports from the country that are of strategic and national importance.

     Ministry of Health and Family Welfare, signed an MoU with Indira Gandhi National Open University (IGNOU) to scale up the short term healthcare courses through its available robust platform. The signing ceremony was presided over by Shri J P Nadda, Union Minister of Health and Family Welfare. The combined objective under this MoU is to scale up the health programs to create trained personnel in the healthcare sector and to set up a dedicated cell for developing, implementing and certifying the skill-based programs at IGNOU.

     India and Bangladesh have agreed to institute Coordinated Patrol (CORPAT) as an annual exercise between navies of two neighbouring countries. The first edition of CORPAT between two navies was inaugurated by Indian Navy’s Chief Admiral Sunil Lanba during his visit to Bangladesh. The aim Navy Chief’s visit was to consolidate bilateral defence relations between India and Bangladesh and to explore new avenues for naval cooperation. Indian Navy regularly conducts CORPATs with Indonesia, Thailand and Myanmar.

     Power distribution company BYPL (BSES Yamuna Power Limited) has signed an MoU with Business Finland, a Finnish government agency, for collaborative activities in different areas, including energy efficiency and electric vehicles. The three year MoU on 'cooperation in the power distribution sector' will encompass joint studies, pilot projects, knowledge-sharing and consultancy, research projects for inducting future and emerging technologies at the distribution utility level.
